SOLUTION: The controller 2 has a plurality of independently swingable operating members 7 operated by an operator' feet, and variable resistors 18 for detecting the amount that each operating member 7 swings. The operator stands up with one foot resting on one of a pair of operating members 7 and the other foot on the other of the operating members, and operates the operating members 7 by feet to cause the members to swing about a swing axis X0, with the amounts of swings being output from the variable resistors 18.
