PROBLEM TO BE SOLVED: To secure a sufficient field of view even on a hilly way. SOLUTION: The steering angle of vehicle wheels is sensed by a steering angle sensor 11, while the engine speed is sensed by an ECU 12. On the basis of the obtained steering angle and engine speed, a target light distribution angle calculation part 13 senses the vehicle advancing direction and judges whether the vehicle is running on hilly way. The target light distribution angle is subjected to a calculative processing in accordance with the result from judgement, and on the basis of the target light distribution angle obtained through calculation, the optical axis of a lamp 20 to project light in the vehicle advancing direction is controlled by a motor driver 22 and a motor 21.
