PROBLEM TO BE SOLVED: To provide an abrasive sheet exhibiting the stable polishing performance by polishing and effectively reducing scratches and provide its manufacturing method. SOLUTION: This abrasive sheet comprises a conductive sheet, an electrodeposition layer formed by electrodepositing grains composed of, at least, one of (polyimide resin etc.), polymer compound or polymer on the surface of a conductive sheet (SUS-Stainless steel-sheet etc.), and abrasive grain fixed on the conductive sheet by the electrodeposition layer. This electrodeposition layer is preferably formed by using, at least, one kind of organosilane, its hydrolysate, and partial condensation of the hydrolysate. This abrasive sheet is manufactured by electrodepositing the emulsion grains including the grain composed of the polymer compound etc., and the abrasive on the surface of the conductive sheet.
