PROBLEM TO BE SOLVED: To provide a rotary polishing tool minimizing the waste disposal amount of spent rotary polishing tools and recyclable of a base. SOLUTION: This rotary polishing tool comprises a polishing member retaining member and the polishing member provided on the base and its surface. The polishing member 5 is so formed that an adhesive is applied and stuck on the whole of the surface 6a of the polishing member retaining member 6. The polishing member retaining member 6 having the polishing member 5 stuck thereon is stuck to the base 2 by applying the adhesive in arbitrary number of small holes 1 penetrating the base 2. When the polishing member 5 is abraded and impossible to be used, the polishing member 5 and the polishing member retaining member 6 can be separated from the base 2 by pressurizing the sticking part inside the small holes 1 of the base by a pressure 100 kg/cm2 or more. Though the spent polishing member 5 and the polishing member retaining member 6 are incinerated, the base 2 is reused.
