PROBLEM TO BE SOLVED: To realize partial cutting for paper sheets having various kinds of sizes different in paper sheet widths, by simple structure. SOLUTION: A cutting edge holder 8 moves along the moving direction of a belt 14 on the side where a gear tooth of a partially toothless gear 16 held by the cutting edge holder 8 and positioned in an intermediate of the upper and lower parralell belts 14 is meshed, the tooth-meshing side is switched between the upper and lower belts 14 when the cutting edge holder 8 is brought into contact with a stopper part 21a of a stopper member 21 to limit its motion, so as to conduct the partial cut of the paper sheet. Since the stopper member 21 is provided detachably to position the stopper part 21a selectively in respective partial cutting positions corresponding to at least two kinds of paper sheet widths, the partial cutting for the paper sheets of various kinds different in the paper sheet widths is realized by the simple structure wherein the stopper member 21a is only fitted to be conformed with the sheet width.
