PURPOSE: A portable program downloading unit is provided to simply and easily download an upgraded program to an FRS(Family Radio Service) by upgrading the program using a downloading device without a specific equipment. CONSTITUTION: An MCU(Main Control Unit)(220) installs software for performing the writing about an upgraded program. A memory(230) records the contents of the upgraded program. A communication unit(230) connects to an FRS and transmits the upgraded program. A control unit(210) controls operations of the MCU(220), the memory(230), and the communication unit(230).
