PURPOSE: A method and a device for monitoring contents of a monitoring camera are provided to perform monitoring based on the contents of video frame data, and to analyze the contents when an error is generated to decide whether to generate an alarm, so that an alarm is correctly decided. CONSTITUTION: Video frame data are read from a digital camera(301). Meta data composed of a standard descriptor and a descriptor scheme based on an MPEG-7(Moving Picture Experts Group-7) standard are extracted from inputted data(303). A video frame is analyzed based on the generated MPEG-7 standard data(305), by referring to a monitoring standard database(307). Whether an alarm is generated is decided(309). If similarity calculated in the step 305 is not more than a predetermined value, the corresponding video frame is decided to be an alarm, and if the similarity is more than the predetermined value, the video frame is decided not to be an alarm. If an alarm is generated, frame data are conserved and the alarm is recorded and reported(311). And if an alarm is not generated, the frame data are conserved(313).
