PROBLEM TO BE SOLVED: To provide a decoding device and a decoding method capable of obtaining an optimum reproduced image all the time even though the number of frame pixels of an incoming coded string is changed. SOLUTION: An image rate setter 13 decides an image rate for decoding from the image size (the number of frame pixels) of the incoming coded string and a previously set decoding performance value of this device and gives a set decoding image rate to a code string switch 8. The code string switch 8 recognizes picture types (I, P and B) and a frame number with the information of a picture header according to the decoding image rate and periodically thins B picture code strings. The residual code strings are given to a variable length decoder 1 and are subsequently subjected to decoding processing. |
