PROBLEM TO BE SOLVED: To provide a transcoding device having little possibility that image quality deteriorates. SOLUTION: An inverse quantizing part 3 returns a bit stream generated from moving image data by encoding processing including a quantization process to unquantized data. A quantizing part 4 requantizes output data of the inverse quantizing part 3 with a quantization scale corresponding to a quantization scale code indicated by a CPU 7. The CPU 7 designates a threshold as a quantization scale code for requantization with respect to data subjected to quantization processing corresponding to a quantization scale code being smaller than the threshold among pieces of data included in the bit stream. The CPU 7 also changes thresholds in response to the temporal change of encoding difficulty of an object to be processed.
