PROBLEM TO BE SOLVED: To provide a managing device and a vehicle terminal, whose service to a user can be improved, in an accounting system for automatically performing accounting by using an accounting device. SOLUTION: When a vehicle passes through an ETC gate and communication is started between an on-vehicle unit and an ETC gate (Y of S1), information on an ETC card is received from the on-vehicle unit through the ETC gate (S2). Information on the use degree of the user is confirmed based on received information (S3) and points equivalent to the use degree are calculated (S4). It is judged whether the result of point calculation is the object of a privilege or not (S5). When it is the object, privilege information is supplied to the user (S6). When it is not the object, the points are written (S7). Thus, use is promoted by supplying the privilege corresponding to the use degree of a toll road and a facility.
