PROBLEM TO BE SOLVED: To provide a base station, mobile stations, a radio data communication system, and a radio data communication network building method in which the mobile stations of radio data communication use a modulation system, having high power efficiency and the base station uses a modulation system that is scarcely affected by multipath fading. SOLUTION: The base station 1 outputs a transmission signal, after its being subjected to modulation of an OFDM(orthogonal frequency division multiplexing) communication system, and the transmission signal is received by mobile stations 1 and 2 and mobile stations 2 and 3. The mobile stations 1 and 2 and the mobile stations 2 and 3 outputs transmission signals, subjected to modulation by a phase modulation system or an amplitude phase modulation system, and the transmission signals, are received by the base station 1.
