PROBLEM TO BE SOLVED: To provide an image transmitter having an information embedding function capable of performing information transmission being excellent in concealability and of transmitting and receiving more pieces of information, and to provide a method. SOLUTION: This image transmitter 10 is provided with an embedment information selecting part 17 for selecting embedment information, a key function part 19 for calculating a keyed embedment information on the basis of a key function and embedment information, an image encoding part 20 including an information embedding part 21 for embedding the keyed embedment information and also for encoding an image signal, a transmitting part 13 for transmitting image encoded data, and a transmitting and receiving part 15 for transmitting and receiving information other than the embedment information.
