PROBLEM TO BE SOLVED: To provide an electromagnetic retarder with enhanced cooling efficiency. SOLUTION: This electromagnetic retarder 10 comprises an eddy-current generating rotor 17 rotating, in response to the rotation of a tire transmitted from an axle via a rotational speed increase mechanism and an energizing unit 18 firmly fixed in the eddy-current generating rotor 17 via a narrow air gap. The pair of right and left electromagnetic retarders are arranged symmetrically within the axle. The eddy-current generating rotor 17 includes a central rotating shaft installing part 30, a cylindrical rotating part 32 formed with cooling fins 32a in a protruding manner on the outer peripheries, and a plurality of coupling parts 31 for coupling the rotating shaft installing part 30 with the cylindrical rotating part 32, and a plurality of openings 33 are formed on the side at which both of the retarders facing each other.
