PROBLEM TO BE SOLVED: To suppress color tone adjustment from being changed due to a surface area or a color of an object. SOLUTION: A signal pre-processing circuit 4 calculates a color space distance between each pixel of an image and its adjacent pixel on the basis of each RGB color component, calculates an adjustment coefficient of each pixel on the basis of the calculated color space distance and adjusts the value of each pixel depending on the calculated adjustment coefficient. A G integrator 6, an R integrator 7 and a B integrator 8 accumulates the adjusted pixel value for each RGB color component over a range of one field or one frame, A signal processing circuit 9 controls an R variable amplifier 11 and a B variable amplifier 12 to control a level of an RGB signal on the basis of the accumulated value for each accumulated RGB color component.
