PROBLEM TO BE SOLVED: To provide an automatic meter-reading device for rapidly reading a meter automatically by using a usable telephone line effectively, and to provide the allocation method of a telephone line. SOLUTION: A group classification means 11a groups a plurality of terminal devices to be grouped so that each group can be composed by a terminal device that is provided for a common trunk section. A first allocation means 11b allocates a plurality of telephone lines to each group. An end detection means 11d detects a group where automatic meter reading is completed. A second allocation means 11e reallocates a telephone line that has been allocated to a group where automatic meter reading has been completed to one portion of the meter-reading wait terminal device of another group where another telephone line is allocated.
