PROBLEM TO BE SOLVED: To realize an image encoded data rate converting method in which delay time is short and image quality deterioration is small without decoding an encoded image signal up to the level of image data. SOLUTION: This image encoded data rate converting method is realized in such a manner that a signal separating means 13 divides a signal encoded by motion compensation prediction and conversion encoding into an encoded image signal and encoded information, an image rate converting means 22 performs rate conversion processing of coefficient data of each pixel block to obtain update processing coefficient data, and an image data converting means 25 generates a skip macroblock by eliminating the image data of a pixel block when the motion vector quantity of the pixel block is not larger than a prescribed value or when the image data are not used as a reference frame image for decoding.
