PROBLEM TO BE SOLVED: To provide a communication control system which can easily modify the system program of a communication controller connected to a controller and a driving device. SOLUTION: The communication control system has the communication controller and a system program rewriting device. The communication controller is equipped with a nonvolatile memory which stores a program and a work RAM and controls the transfer of signals between the controller and driving device, and a control network according to the system program read out of the nonvolatile memory to the work RAM in normal operation. The system program rewriting device has an input means for inputting a system program to be updated and information specifying a communication controller to be updated and the system program to be updated, a transfer program which transfers the system program to the communication controller, and a communication means which communicates with the control network so as to transfer the system program to the communication controller.
