PROBLEM TO BE SOLVED: To provide a method of changeover between circuit switching and packet switching, such as enables the changeover between circuit-switching communications and packet-switching communications the effective use of limited frequency resources, in mobile communications. SOLUTION: When a new call originates, a communication channel for packet switching is at first assigned to the call, and if a communication time in the call using the communication channel for packet switching exceeds a predetermined time, or if the frequency of collision of the packet in the call exceeds a predetermined value, the changeover from the communication channel for packet switching to a communication channel for circuit switching is made on the communication channel assigned to the call.
