PROBLEM TO BE SOLVED: To provide a system and a method which obtain security on a communication network, without using encryption technology. SOLUTION: The system sends information using automatically switching different lines with terminals, such as a personal computer of a user, using a different plural of communication networks. A server of a receive decides whether the received information is approved or not approved, with the same information received for a fixed time as the criterion.
