PROBLEM TO BE SOLVED: To provide a network application control method by which a service quality level can be selected according to the service request level of a client to provide services. SOLUTION: A policy managing server which is connected to a network is provided, a client which is given a premium serving as preferential process requesting right sends a premium control signal to the policy managing server through a network, and the policy managing server instructs at least one of an application server and a gateway to change the priority of application execution according to the premium control signal, starts measuring a time limit, and instructs the application server or gateway instructed to change the priority to put the priority back after the lapse of the predetermined limited time.
