PROBLEM TO BE SOLVED: To enable a network-controlling device that is connected to the same ISDN line to receive a request telegram by proxy and to transmit the request telegram later even if the request telegram is transmitted from another center terminal while the network-controlling device communicates with the center terminal. SOLUTION: When a meter-reading request telegram 307 is transmitted from another center terminal 1b to the network-controlling device 3a while the center terminal 1a communicates with the network-controlling device 3a, another network-controlling device 3b transmits a proxy response telegram 308 for informing that reception is made by proxy since the network-controlling device 3a is not capable of receiving due to some reasons although an ISDN line 2 is normal to the center terminal 1a. After the network-controlling device 1a completes communicating with the center terminal 1a, the network-controlling device 3b transmits the meter-reading request telegram 307 being received from another center terminal 1b to the network-controlling device 3a as a meter- reading request telegram 311.
