A tap generating section (121) generates a prediction tap from synthesized sound data on 40 samples from a sub-frame of data of interest, out of the synthesized sound data produced by decoding speech coded data coded by the CELP method, and synthesized sound data on 40 samples the starting point of which is the point before the sub-frame of interest by a lag represented by the L code disposed in the sub-frame of interest. A prediction section (125) carries out a prediction operation by using the prediction tap and a tap coefficient stored in a coefficient memory (124) so as to decode speech data of high quality. The invention can be applied to a portable telephone for communicating speech.
