An entity produced from DOA is readily made to match an entity produced by POA in a top-down designing. The POA entity is compared with the DOA entity. If they completely agree with each other (POA=DOA), the process is ended. If the POA entity includes an unregistered entity or an unregistered data item not included in the DOA entity (POA>DOA), the unregistered entity or data item is additionally registered into the DOA entity and its data item. If the DOA entity includes an unused entity or an unused data item not included in the POA entity (POA<DOA), the unused entity or data item is added to from data or not incorporated according to the user's command.
