The present invention relates to generating a predicted duration for a journey, where the journey is characterised by a start location, an end location and times corresponding thereto. The predicted journey duration can then be used to evaluate measured journey data between a start location and an end location by comparing the measured journey duration with the generated predicted journey duration. The journey data can be further characterised by at least some of road works, weather, time of day, time of year, day of week, road type, road condition, technician driving style, and traffic conditions. Preferably the modelling means can involve a linear regression algorithm, or a heuristic learning means.
