PROBLEM TO BE SOLVED: To obtain an image forming element for manufacturing a dry offset printing plate by a new and simple method. SOLUTION: An image formable material by heating constituted of a photopolymer layer which is sensitive to a radiation in a near ultraviolet and a visible range but not sensitive to a radiation in an infrared range, and a layer which transmits the radiation in the near-ultraviolet and the visible range, an oxygen slightly, and much more oxygen under an influence of the radiation in the infrared range than before exposure are formed in this order on a substrate and thereon.
