PROBLEM TO BE SOLVED: To provide a sleeper coupling device and a railway branching device making use thereof capable of preventing the movement of a sleeper by vibration or impact resulting from a car traveling on rails. SOLUTION: The sleeper coupling device includes a contact section coming into contact with the center of one way by intersecting the surface of the sleeper and a pair of guide sections projecting by inclining to the direction widening the front ends each other from both ends of one way, and it is constituted by including a sleeper protector having a serrated groove section constituted by arranging a large number of ups and downs in both ends of the other way, clamping pieces fitted along the guide sections in a slidable manner and detachable to the side of the sleeper when they slide, an joining plate capable of overlapping the end of the other way and having a position adjusting groove section engaging with the serrated groove section on the overlapping surface, an end protection plate capable of overlapping a position with which the joining plate does not overlap in both ends of the other way for the sleeper protector and a bolt for clamping the joining plate or the end protection plate and the clamping pieces by holding the sleeper protector.
