PROBLEM TO BE SOLVED: To provide a packaging film usable for packaging, particularly for packaging a paper box or the like containing confectionery such as chocolate, candies and wheat gluten. SOLUTION: A packaging film has heat seal layers composed of a resin different from a base material on at least both surfaces of the base material wherein the resins are non-chlorine-based materials and a heat seal strength (measured according to a measuring method of heat seal strength of JIS Z1707-7.5) between the resin and every surface side of the base material is not less than 70 g/15 mm width when they are heat-sealed at a temperature of 110 to 140 deg.C.
