PROBLEM TO BE SOLVED: To shorten a required estimation time restricting the degrading of estimation accuracy when an environment is given for the estimation of propagation in a launching method. SOLUTION: When rays are propagated within the given observation region, a space near the rays is divided into a plurality of partial spaces until specified conditions are met, with the impinging thereof against a barrier existing on a path involved. The space near the rays considered as incurring the degrading of the estimation accuracy is divided to reduce the effect of the degrading in reflection so that the partial spaces subdivided can be handled separately thereby improving the estimation accuracy in the propagation of radio waves greater than the conventional method. On the other hand, when the effect caused by the degrading of the estimation accuracy is considered as being limited, the division of the space is omitted. So, the coarse radiation of rays from a transmitting antenna can reduce the total of the rays as compared to the conventional method thereby enabling shortening of total calculation time required for the estimation of the propagation.
