PROBLEM TO BE SOLVED: To solve the problems with the conventional noise decreasing panel that a high sound absorbing effect cannot be expected because of a restriction to a specific frequency band and uncontrollability of the magnitude of the vibration of a vibrating body and electric power consumption increases as a result of an increase in the scale of the device as the frequency band is lower in an active method of damping the vibration of the panel vibration by using an actuator. SOLUTION: The noise decreasing device which is mounted in the vibrating body and negates the noise radiated from the vibrating body by forming the vibration different in phase from the vibrating body comprises a pair of weights held by arms, holding plates for holding these weights, respective holding sections for holding the weights and supporting plates and a panel for noise radiation connecting the arms to each other.
