PROBLEM TO BE SOLVED: To provide a production method which is simpler than the prior methods and by which a titanium dioxide dispersion is obtained and to provide a titanium dioxide dispersion obtained by the method. SOLUTION: The titanium dioxide dispersion is obtained only by using a peroxotitanic acid solution, mixing it with titanium dioxide powder and sufficiently stirring the mixture. Ultrafine particles of anatase type titanium dioxide, rutile type titanium dioxide or a mixture of these are preferably used as the titanium dioxide powder. When the ultrafine particles are used, a titanium dioxide film having good adherence and photocatalytic effect is obtained only by applying and drying the titanium dioxide dispersion on a substrate without using a binder. A dense titanium dioxide film having enhanced adherence and photocatalytic effect is obtained by heating the titanium dioxide film.
