PROBLEM TO BE SOLVED: To obtain a shielding structure which can maintain a firm and reliable shielding performance for a long period of time in a stable manner, while construction labors and construction costs are reduced. SOLUTION: As an elevator body 5 is elevated along the surface 2A of a concrete side wall 2, a liquid-impermeable, airtight sheet-like liner 4 prepared by placing a glass fiber fabric or chemical fiber fabric 4B on either side of a flexible fluid-impermeable metal foil or light-metal foil 4A is delivered and pressed against the surface 2A of the wall 2 through a pressing tool 8 such as a roller to bond the liner 4 to the surface 2A, whereby a shielding layer 3 is continuously formed on the surface 2A of the side wall 2.
