PROBLEM TO BE SOLVED: To provide an effective soil improvement method when laying a pipe culvert in soft ground or an area affected by groundwater. SOLUTION: This is a cast-in-place soil improvement in which a surface table portion and a side wall portion are continuously developed with a columnar improving pair of a soil cement mixed body; at first, the columnar improving pair 5A constituting the surface table portion 9 is developed by partially overlapping with 10A together with the neighboring columnar improving pair 5A, next, a columnar improvement pair 5B constituting the side wall portion 11 at both the sides relative to the developing direction of the surface table portion 9 is developed by partially overlapping 10B and 10C with the columnar improvement pair 5A at the side end of the surface table portion 9 and partially neighboring side wall portion 11 of the columnar improvement part 5B together.
