PROBLEM TO BE SOLVED: To make an optimum fixing condition automatically set regardless of the kind of papers in an on-demand fixing device and the image forming device provided with the fixing device. SOLUTION: This fixing device and the image forming device perform control of an optimum fixing temperature by monitoring a heater temperature, heater power supply and a paper temperature after fixing. Concretely, when the heater power supply is lower or the paper temperature after fixing is lower than the prescribed level, the heater temperature is raised. Or, when the heater power supply is constant and the paper temperature after fixing is lower than the prescribed level, the amount of the heater power supply is increased. At this time, the upper limit value and the lower limit value are set in the heater temperature and the heater temperature is controlled so as not exceed these values.
