PROBLEM TO BE SOLVED: To provide a corrosion-resistant coating composition for steels which forms a coating film exhibiting an excellent adhesion to steels under severe environment, particularly after a high-temperature salt-water resistance test, and a steel applied therewith. SOLUTION: The corrosion-resistant coating composition for steels comprises (a) a main agent comprising 4,4-(bishydroxyphenyl)alkane-glycidyl ether and a novolak resin, (b) an amine-based curing agent, (c) a main agent (a) zinc borate compound, (d) a chromate-based rust-preventive pigment, and (e) a curing catalyst comprising a phenolic compound.
