PROBLEM TO BE SOLVED: To provide an apparatus for ventilating a tunnel, which can drastically reduce the flow rate of air supplied from an air duct while maintaining high wind speed (e.g. 0.3 m/s or more) toward an excavating section in order to prevent a back-flow of particulate matter generated at the excavating section, to thereby drastically cut costs of ventilating facilities and power consumption costs, and to provide a method for ventilating the tunnel. SOLUTION: The apparatus for ventilating the tunnel is provided with an air introducing line 12 for introducing air (outdoor air) from the outside to a location immediately before the excavating section 8, along a tunnel internal wall, and an air exhaust line 14 for emitting air from the excavating section to a location that partially overlaps the air introducing line, along the tunnel internal wall. The flow rate of air in the air introducing line 12 is set to a necessary and sufficiently small value (e.g. 150 m3/min or less) at the excavating section, while the flow rate of air in the air exhaust line 14 at a location near the excavating section is set to a large value (e.g. 300 m3/min or more) at which particulate matter does not blow back. Thus, part of air emitted from the air exhaust line is recirculated toward the excavating section, to thereby maintain the high wind speed at the location near the excavating section.
