PROBLEM TO BE SOLVED: To provide a martensitic stainless steel which has high temperature strength as well. SOLUTION: The steel has a composition containing, by mass, 0.001 to 0.04% C, 0.05 to 1% Si, 0.05 to 1.5% Mn, 10 to 14% Cr, 1.5 to 8% Ni, 0.0005 to 0.05% Al and 0.001 to 0.07% N as fundamental components, and, if required, containing one or more selected from Mo, Cu, Ti, V, Nb, Zr, Ca, Mg, rare earth metals and B, and in which the content of P as impurities is controlled to <=0.03%, and S to <=0.01%, and has a mixed structure substantially consisting of tempered martensite, and consisting of remained austenite of 1 to 25% by volume fraction.
