PROBLEM TO BE SOLVED: To provide a charging member which hardly sticks to a photoreceptor and having low friction with which proper image quality can be obtained in a copying machine, printer or the like, and to provide an electrifying device which uses the electrifying member. SOLUTION: The charging member 20 which is to be in contact with the body to be electrified for applying a voltage between the member and the objective body to charge the objective body is composed of an elastic layer 22, and at least one coating film layer 23 formed in the outside of the elastic layer. The coating layer is formed from a fluorocarbon resin, having active hydrogen in the molecular end in which 0.05 to 30 parts by weight of silicone oil, having at least two reactive functional groups in the both molecular ends or side chains, is added with respect to 100 parts by weight of the fluorinated resin.
