PROBLEM TO BE SOLVED: To obtain a rubber composition capable of actualizing high flame retardance while sufficiently securing essential characteristics of rubber such as elasticity, etc., without adopting a compounding agent and an additive such as a halogen-containing polymer, a halogen-based flame retardant, an antimony- based flame retardant, etc., that are indicated to have an environmental problem. SOLUTION: This flame-retardant rubber composition is obtained by compounding 100 pts.wt. of a nonhalogen rubber material with 10-50 pts.wt. of a phosphorus-based flame retardant, 10-50 pts.wt. of a melamine compound and 10-50 pts.wt. of a metal hydroxide. The content of red phosphorus in the phosphorus-based flame retardant is 5-10 wt.% based on the total of the composition and the ratio of the nitrogen atom contained in the melamine compound is 5-10 wt.% based on the total of the composition.
