PROBLEM TO BE SOLVED: To solve a problem of undesirable communication environment due to long communication distance between an antenna and a portable transceiver. SOLUTION: The antenna of a transceiver on a vehicle side for communicating with the portable transceiver is provided in a grip part and a pad part of a vehicle steering wheel. A ring part 21, which is the grip part of the steering wheel 12, comprises an annular metal core material, a first resin part covering the circumference surface of the metal core material over its whole circumference, and a second resin part covering the circumference surface of the loop antenna 20 over its whole circumference. The loop antenna 20 has multiple coils wound around has flexibility and is formed in a similar shape with a diameter slightly smaller than that of the metal core material. When the first resin part is formed, the second resin part is integrated with it.
