PROBLEM TO BE SOLVED: To provide a method for producing velvet elastic webbing in which ring strings in the webbing can be efficiently and securely cut without an operation mistake. SOLUTION: A small piece of blade 12 cut off from a series of spare blades is fixed to a blade-fixing part set to the tip point of the holding grip which is bent at a place a little apart from the tip point to compose a string ring cutter 10. After the core sticks (metal wire or thick yarn) are pulled out, the string ring cutter 10 is used to continuously cut the string rings 15. The blade 12 fixed to the top point of the grip of the string ring cutter 10 is up in the string ring 15 at the edge of the fabric and the cutter is passed whereby the top point part of the rings are continuously cut off. In this case, the grip of the string ring cutter 10 is bent at a position a little apart from the tip point, thus only the tip edge blade can be kept parallel to the surface of the fabric and the hand of the operator can be placed between the fabric 16 and the grip of the ring cutter 10 whereby the operation is facilitated.
