PROBLEM TO BE SOLVED: To provide an asphalt mixture optimized for hydraulic structures and enabling reasonable work. SOLUTION: The mixture is a foamy mixture produced by injecting normal- temperature water and air into a combination of an aggregate having a natural water content and asphalt. The deformation modulus, determined by a standard test (AASHTO: TP9-94) for determining the creep response and creep strength of hot asphalt mixtures using an indirect tensile tester, should be 5×104 kgf/cm2 or less.
