PROBLEM TO BE SOLVED: To retain the amenity of inhabitants and realize energy saving. SOLUTION: An air conditioner controller leads out 6 independent variables from 3 variables excluding predetermined variables among 6 known variables necessary for operating PMV or a room temperature, an average radiation temperature and an indoor humidity to produce a PMV simple operating formula. Respective coefficients of PMV linear model, employed for the PMV simple operating formula, are obtained from 6 independent variables and a real PMV obtained based on the variables employing multi-recurrent operating technique. In this case, the PMV simple operating means 5 operates the PMV by the operating formula. Further, the room temperature setting value operating means 6 provides the PMV in the PMV simple operating formula with a PMV objective value to obtain an indoor set value through a backward calculation.
