PROBLEM TO BE SOLVED: To stably secure specified damping performance for a long period of time by preventing performance deterioration due to deformation while using a viscoelastic body of a material characteristic large in a damping property. SOLUTION: The viscoelastic bodies 3, 3 are interposed in layers between opposed surface of two outside steel plates 11 arranged in parallel with an interval from each other and inside steel plate 2 arranged in parallel at their intermediate position, and interval maintaining mechanisms 4 made of ring members 5 or sliding materials 8 to hold layer thickness of the viscoelastic bodies 3, 3 constant and free to generate frictional resistant force at the time of relative displacement of the both inner and outer steel plates 2, 1, 1 are interposed between the opposed surfaces of the both inner and outer steel plates 2, 1, 1 at points except for the interposed layer of these viscoelastic bodies 3, 3.
