PROBLEM TO BE SOLVED: To produce a ferritic stainless steel sheet which has a small crystal grain size and small plane anisotropyΔr of an r value, and has good workability. SOLUTION: A molten steel having a composition containing, by weight, <=0.03% C, <=1.5% Si, <=1.5% Mn, 11 to 16% Cr and <=1.0% Nb, and the balance Fe with inevitable impurities is melted (s1). The slab is cast by continuous casting (s2). The slab is hot-rolled under the hot rolling conditions where the heating temperature of the slab is 1,100 to 1200 deg.C, the finishing temperature in the finish rolling is 850 to 950 deg.C, and cooling after the finish rolling is performed by water cooling (s4). The hot rolled steel sheet is cold rolled with annealing obviated (s6). The steel sheet is subjected to finish annealing at the soaking temperature of 980 to 1,050 deg.C (s7).
