PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing demineralized water which is excellent in demineralizing performance and further can efficiently remove silica and boron compounds. SOLUTION: An acid adding means 3 for adding an acid to water to be treated and a decarbonating means 4 for removing carbonic acid from the water to be treated to which the acid is added are disposed on an upstream side of a liquid passage type electric double layer capacitor 2 for executing removing treatment of ionic substances in a matter to be treated.
