PROBLEM TO BE SOLVED: To provide a locking member and a manufacturing method for a seat cushion pad using the locking member, capable of manufacturing the seat cushion pad integrated with a hook-and-loop fastener without forming a hard resin layer even in contact with a foaming liquid, and generating no air pocket in the pad. SOLUTION: In this locking member 1, the hook-and-loop fastener 5 is laminated on one surface of a soft polyurethane foam sheet 8, while an elastomer film 3 is laminated on the other surface.
