PROBLEM TO BE SOLVED: To provide an apparatus by which utilization of water is high and a complicated operation is unnecessary and there exists no problem on environmental pollution and desalting can be highly efficiently performed and a method for desalting using such the apparatus as this. SOLUTION: The apparatus for desalting characterized by having a liquid passing-through type electric double layer condenser, an RO apparatus, a line for feeding a stock water into the liquid passing-through type electric double layer condenser, a line for feeding a water treated by means of the liquid passing-through type electric double layer condenser into the RO apparatus and a line for taking out the permeated water flowing out from the RO apparatus is provided and the method for desalting characterized by passing the stock water through the liquid passing-through type electric double layer condenser and passing the obtained water treated by means of the liquid passing-through type electric double layer condenser through the RO apparatus and taking out the permeated water flowing out from the RO apparatus is provided.
