PROBLEM TO BE SOLVED: To provide a grinding wheel having a high holding force of grains and many interspersed inexpensive grain parts with a uniform thickness as a grinding wheel for partially modifying a shape. SOLUTION: A substrate 2 is made of resin having flexibility and elasticity and provided with a plurality of projections 3, 3, etc., radially and circumferentially. Each grain part 5 is formed on an end surface of each projection 3. The grain part 5 is formed of amorphous plating layer containing the grains by electroless plating method.
