PROBLEM TO BE SOLVED: To provide a method for regenerating coarse aggregate and fine aggregate which have good quality and can be used as a concrete structure from waste concrete and an eccentric rotor device used in the method. SOLUTION: In the eccentric rotor device in which concrete blocks are packed between the inner surface of a peripheral wall and the outer surface of a cylindrical rotor 3 supported eccentrically rotatably inside the peripheral wall, and a passage 6 for separating water-containing adherent substances from the aggregate, an agitator 11 approximately in the shape of a latticed cylinder which has necessary strength and hardness is engaged loosely with the outer surface of the rotor 3 with clearances d1 and d2 formed between it and the outer surface and between it and the inner surface of the peripheral wall, respectively.
