PROBLEM TO BE SOLVED: To provide a novel technology by which phosphorus can be removed at high speed and maximally by a simple method from phosphorus-containing water of natural environment water of rivers, lakes, and the like, sewage, treated sewage water, various industrial waste water, and the like. SOLUTION: The method for removing the phosphorus in water at high speed and maximally is characterized in that particulates of iron hydroxide or aluminum hydroxide, an inorganic flocculant and an organic polymer flocculant are added to the phosphorus-containing water, and the water is supplied upwardly into a fluidized layer type flocculating apparatus to form a fluidized layer of flocculated particles of the iron hydroxide or the aluminum hydroxide, and the phosphorus is adsorbed and removed in the fluidized layer. In the apparatus for removing phosphorus in water at high speed and maximally, the fluidized layer of the flocculated particles of the iron hydroxide or the aluminum hydroxide is formed in the fluidized layer type flocculating apparatus consisting of a cylindrical body the lower part of which has an inverse conical shape and is provided with an overflow part of treated water at the upper end thereof.
